National Capital Integrated Coastal Development - Indonesia

National Capital Integrated Coastal Development (NCICD)

Investment Value: IDR 5.677 Trillion

Funding Scheme: State Budget, Regional Budget, State-Owned Enterprises, Regional-Owned Enterprises and Private Sector

Location: DKI Jakarta, West Java, Banten

Project Responsible Party: DKI Jakarta Provincial Government

Planned Construction Commencement: 2015

Planned Operation Commencement: 2024

PROJECT DESCRIPTION

The National Capital Integrated Coastal Development (NCICD) involves the construction of a giant seawall in the northern part of Jakarta Bay as a way to protect the capital from flooding. Large lagoons will be created within the seawall to accommodate the flow of 13 rivers in Jakarta (water reservoirs that act as giant reservoirs).

The three phases of this mega project are:

Phase A: Phase A focuses on improving existing coastal protection. Strengthening and developing existing coastal embankments along 30 kilometers, and building 17 artificial islands in Jakarta Bay, the launch activities of this first phase were carried out in early September 2014. Construction is planned to be carried out in early 2016.

Phase B: Phase B focuses on efforts to build the western outer sea wall and a large reservoir which is estimated to be built in the period 2018 to 2022.

Phase C: Phase C focuses on building the eastern outer embankment which will be built after 2023. Several long-term developments on the east side of Jakarta Bay are carried out by closing part of the bay to anticipate if land subsidence in eastern Jakarta cannot be stopped. In its implementation, the eastern embankment section will be provided with a Tangerang Bekasi access toll road to reduce the impact of this closure.

Of the three phases, only phase A is a priority for KPPIP.

PROJECT SIGNIFICANCE

More than half of Jakarta's population lives in coastal areas and the main urban economic activities are also developing in coastal areas. In this area, there are 13 large rivers flowing into Jakarta Bay and 40% of its area is lowland below sea level. Flooding in the coastal areas of Jakarta is exacerbated by land subsidence due to excessive extraction of deep groundwater.

With the current threats, a mega NCICD project is needed, which will be carried out in 3 stages where the first stage will be carried out by raising the existing embankments.
